In case you have not received any information that may lead to your
solution, I think I have something that may help you out. My network
was experiencing the same error that you are speaking of, which took me
over 3 months to fully resolve.

This has to do with the Certificate Authority (CA) most likely not
having its certificate service started. I suggest going to the
following link: 'Certificate Services may not start on a computer that
is running Windows Server 2003 or Windows 2000'

While this document may seem a bit confusing, it actually does work.
It resolved my DCOM error that had plagued the event viewer for months.
This solution has you check and compare the certificate thumbprints on
the CA server, helps you repair the links between those, and also has
you use some of the tools from the Windows Server 2003 Administration
Tools Kit to fix the issue.

Yes, I know, the 2003 kit. It may sound wierd, but it really does work
for 2000 servers. Just remember that you have to install the kit on a
Windows XP or 2003 Server machine and then copy the files to a floppy.
Otherwise, you can use the files properly.

Let me know how this works for you.
