I've been trying to find a fix for an SMTP issue on
Exchange. It gets hung up in the queue & won't send,
but, receives incoming Internet mail fine. Also,
Internal e-mail sends & receives fine with no problems at
all. The Sep 2003 Post SP3 Rollup has also been
installed but, the problem remains unresolved. I've also
tried flushing & re-registering the DNS but, no luck
there either.

If anyone has any ideas or has experienced this before &
fixed it, I'd sure appreciate you sharing the knowledge &
sending it my way! Thanks in advance for any & all
help! :-)

Hi Norma,

I would suggest turning up logging on the MSExchange Transport on the
following key in Regedit;

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeTransport\Dia
gnostics

In the right pane, double-click each component and change the value to 7.
This should give you a better error as to what the problem is. You can also
get some idea of the issue if you right click on the queue that is in the
retry state and go to the properties and look in the status, what does it
tell you here?

and choose properties. Which message do you see at the bottom?
Are you using smarthost or DNS for sending mail?

Thanks for getting back to me. Each of the queues
have the exact same error:
"The remote server did not respond to a connection
attempt."

Two of the errors being generated are also making
reference to things I can't even find in the KB files.
They are as follows:

EXOLEDB, #111
"Microsoft Exchange OLEDB was unable to do Schema
propagation on MDB startup HRESULT = 0c80040e19."

rasctrs, #2001
"The description for Event ID (2001) in source (rasctrs)
cannot be found. The local computer may not have the
necessary registry information or message DLL files to
display messages from a remote computer. The following
information is part of the event: The event log is
corrupt."

I have found some information in the KB files that
reference RAS, but, not rasctrs. This item just doesn't
apply to this situation. Any suggestions on what the next
step should be? Thanks in advance for your help!

It happens with ALL outgoing Internet mail.
Incoming Internet mail has no problems either, just the
outgoing Internet mail. Internal mail is fine with
send/receive with no problems at all. Also, this is not
a corporate e-mail server. This is a home based Exchange
server, so traditional fixes on the corporate level won't
really apply here. If you've got any suggestions,
they're very much appreciated! Thanks in advance for all
your help! :-)

How are you connecting to the internet?
Can you telnet to port 25?

Hi Marina,
It's actually not my server, I'm helping Michael try
to fix it, who I see you've been trying to help him as
well - his is titled "Apparent SMTP Issue". I'm
generally an expert with Exchange, but, this is a unique
problem I've never seen before. A lot of what you've
suggested is more for a corporate solution than for a
home based Exchange server. He doesn't use a smarthost &
I don't think that would apply in this particular
situation. I did happen to come across a KB article that
seems like it might be applicable to Exchange 2000 which
I suggested to him, but, I'm a little apprehensive about
having him try it since the result may not be the same.
I've pasted the info from the KB article I'm refering to
below for you to look at. Please let me know your
thoughts & see if this is a possible way that we can help
him. Thanks in advance for all your help! :-)

XFOR: Mail May Not Flow from One Exchange 2000 Server to
Another

SYMPTOMS

Mail sent from one Exchange 2000 Server and destined for
another Exchange 2000 server may almost immediately be
set to a retry in the default SMTP virtual server queues.
The messages may subsequently not be delivered.

The General tab of the default SMTP virtual server's
properties in Exchange System Manager may also show an
incorrect IP address for the second or destination server.

CAUSE

There may be an entry for the second Exchange 2000 Server
in a Hosts.file located on the first Exchange 2000 server.

RESOLUTION

1. Remove the entry for the second server in the %
SystemRoot%\System32\Drivers\Eyc\Hosts.file, and then
save the changes

NOTE: The file, Hosts., has no file extension. Another
option for this step is to rename the Hosts.file to
Hosts.old.

2. Clear out the Domain Name System (DNS) Resolver cache
by running the following command from a command prompt:

ipconfig /flushdns

3. Refresh all Dynamic Host Configuration Protocol
(DHCP) leases, and then re-register DNS names by running
the following from a command prompt:

ipconfig /registerdns

4. Start the Microsoft Services Management Console (MMC)
snap-in, click Start, click Run, type Services.msc, and
then click OK.

5. Right-click the Simple Mail Transfer Protocol (SMTP)
service in the services MMC, and then click Restart to
restart the SMTPsvc.

MORE INFORMATION

In most cases, it is not necessary to have an entry for
another Exchange 2000 Server in the Hosts.file.

Hi Marina,
After I sent you my last reply, I thought I'd post
the error that both Michael & I are receiving when we try
to test the SMTP server. Neither of us have had any luck
& when I tried it last night, I got the following error
from the postmaster pasted below in e-mail this morning.
I've changed the domain name & e-mail address to a
generic name for troubleshooting purposes. Thanks in

to test the SMTP server. Neither of us have had any luck
& when I tried it last night, I got the following error
from the postmaster pasted below in e-mail this morning.
I've changed the domain name & e-mail address to a

(queued) items, but, it does not accept new connections.

1. Click Start, point to Programs, point to Microsoft
Exchange and then click System
Manager.
2. Expand Servers, expand ServerName, and then expand
Protocols.
3. Expand SMTP, right-click the SMTP virtual server

4. To resume the SMTP virtual server, right-click the

I had the same problem on my exchange 2K server
It may be a problem with Symantec Corporate Antivirus
I have solve the problem with reinstalling Exchange 2K (with cmd : setup.exe
/reinstall) and SP3, after unsintalling SAV 8.1

When SAV 8.1 is installed on the server some Exchange directory must be
exclude from the realtime protection and IFS (M:) also
AV must be disable when you install SP
